City of Flagstaff, Arizona - Zoning Ordinance Update

Lisa Wise Consulting, in partnership with Opticos Design Inc., was retained by the City of Flagstaff, Arizona, to conduct a comprehensive citywide zoning ordinance update. In addition to the incorporation of Smart Growth principles and sustainability, this zoning code update places emphases on the integration of conventional and performance based zoning techniques. The new zoning ordinance will be a user-friendly, internally consistent, and simplified document.

The community engagement process relied heavily on the community’s vision and goals as outlined in the Regional Plan. Outreach was structured to successfully involve the public in a meaningful and effective way using multiple participation techniques, such as focus groups, workshops, a charrette, interviews, and web-based media.

Throughout the update process, LWC has maintained a leadership role, presenting findings at public meetings and providing guidance on key policy decisions.

The City of Flagstaff Zoning Ordinance Update was awarded the 2011 Best Public Participation/Education Program Award by the Arizona Planning Association.
