City of grover beach, California - zoning Code Update

In April 2011 LWC was retained by the City of Grover Beach to update the City’s Zoning Regulations. The update to the Zoning Regulations follows the adoption of the West Grand Avenue Master Plan, completed by a team lead by LWC in early 2011.

West Grand Avenue is a 1.3-mile commercial stretch running through the heart of Grover Beach. The corridor is predominantly single-use, and the market cannot support the current supply of commercial space. As a result, there is a high level of vacancy in buildings along the corridor. The West Grand Avenue Master Plan proposes focusing commercial uses in nodes, while introducing residential and live/work uses in between. The primary purpose of the Zoning Regulations update is to implement key recommendations to revitalize the area through economically viable standards and regulations.

The update to the Grover Beach Zoning Regulations focuses on commercial zones, allowable uses, procedures and code administration.  The update will modernize the City’s existing regulations with easy to read tables and graphics and will allow a mix of uses in the City’s commercial core. Uses will be flexible, and promote live/work and other residential development along West Grand Avenue. In addition, the updated Regulations will set forth specific standards for the design of future development. 

LWC is working closely with City Staff to complete the update to the Zoning Regulations, ensuring consistency with the City’s General Plan and overall vision for the future of Grover Beach.
