Economic Analysis
LWC was retained by the Port of Long Beach to provide analysis
and appraisal on Economic Benefits/Dis-benefits of a proposed
$4 million Multi-Purpose Pathway redesign and facility upgrade
at Pier J (Harbor Trail). The aim of this project was to provide
decision makers with quantitative and qualitative measures via
field observations, scaling, web-based surveys, and field surveys
to determine user groups monetized factors. Results of data collection
and analysis were used to determine the ratio of benefits-to-costs
and the project’s net present value. Several breakeven scenarios
based on analysis of financial and usage projections were showcased
in the report. Air quality benefits were also analyzed. It was
estimated that the removal of CO2 and NOx through increased non-motorized
travel opportunities would roughly be the equivalent of removing
20 SUVs from the road every year. LWC worked closely with the
Port to provide a timely report, within budget, and in the format
favored by Port decision makers.
