Through a generous grant from the Central California Joint Cable / Fisheries Liaison Committee and collaboration with the Morro Bay Commercial Fishermen's Organization (MBCFO), Lisa Wise Consulting, Inc. (LWC) was hired to assist the Community-Based Fishing Association (CBFA) and The Nature Conservancy (TNC) to facilitate the process of identifying up to six fishermen to participate in the 2008, 2009 and 2010 Exempted Fishing Permit (EFP) fishing opportunities. LWC worked closely with the CBFA and TNC to develop supporting literature for applicants, evaluators, and the commercial fishing community.
LWC conducted an open process, holding publicly noticed meetings and/or attending membership meetings of the MBCFO, and Port San Luis Commercial Fisherman's Organization (PSLCFA) to promote the opportunity, and address questions. LWC established an Evaluation Committee of up to four individuals to review and evaluate each EFP application. Following the evaluation of applications, LWC compiled and summarized the results and provided a weighted summary to TNC, and the CBFA for their review and eventual selection of EFP participants.
