Lisa Wise played a project management role on the City of Ventura General Plan Update while a Senior Associate at CMCA. Building upon the Ventura Vision unanimously accepted by the City Council in March of 2000, the City of Ventura embarked on an effort to revise the 1989 Comprehensive Plan that had served as the City's General Plan. The General Plan purposefully focuses on Smart Growth and anticipates the Code focusing on the districts, corridors, and neighborhood centers where future change will be most pronounced.
Throughout the visioning process and at the ballot box, Ventura residents made it clear that they wanted a well-planned approach to managing growth. Ventura's General Plan aimed to preserve the City's character as an attractive coastal town while encouraging a vital, prosperous, and stable economy that balanced sustainable growth and emphasized its history, diversity, and natural environment.
The General Plan update process relied heavily on public participation and engagement. Through the formulation of a 19-member Comprehensive Plan Advisory Committee (CPAC), several public workshops, and interviews with key stakeholders, the document took shape as a "totally new (not just updated)" General Plan. Since its adoption, the City has continued to build on the General Plan's solid framework through the development of specific plans and codes for key neighborhoods and districts throughout the City.
